A lot of good development is not in the UK: Rotterdam, Stockholm, Hamburg in particular. Partly for historic reasons, economic structures in these places have been vertical, with almost a medieval guild-like form. These places have more successfully developed mixed-use models, where you may have a business at ground level, residential higher up and other uses in between.
